    As I read the rule no mention is made of open or closed accounts, it says only ONE account per person is allowed, no mention of active or inactive. Now I assume the lil_thummper account rank 17 is yourself. Just for your info there are 3 accounts I assume are yours in the unranked section klassact1963, lilthummper1 and _lilthummper. Kelly you have most always been the person who wants the rules adhhered to and unless you have a different reason I feel the lil_thummper account should be eliminated. I am sure if you do not have access to the account for whatever reason the OP will be able to remove the account.

      Her vanity will not allow her to delete the lil_thummper account as she has over 93,000 games.
      However she cant use that account as it has been banned

      Just stating facts, you may not like them, but they are there.
