Green Speeds in POM tourneys View

Why does our POM tourneys always seem to have a course that has a 40 green speed? Nowhere do we ever have a 40 green speed. Why do you guys always wanna put one in a POM tourney game. If you wanna do stuff like that then add some par 3 tourneys because no one plays the par 3's. Just voicing my displeasure with 40 green speeds
